The County of Nassau, NY announces that it intends to submit an application for New York State Community Development Block Grant-Disaster Recovery (CDBG-DR) Program funds on or about August 27, 2015 for the following project: Bay Park/East Rockaway H&H Study, Design, and Infrastructure Upgrades

Activity: CDBG-DR funds will be used to conduct a hydrology and hydraulics study of the Bay Park-East Rockaway community in order to develop preliminary design (Phase I) and construct feasible alternatives (Phase II) that address stormwater limitations and inform and construct the selection of best stormwater management projects for these communities in the future.
Phase I includes an H & H study which will analyze and map the stormwater drainage infrastructure system in the region, identify system limitations, and develop preliminary designs for system improvements to mitigate stormwater and tidal flooding. The study includes three parts: existing system capacity; alternative mitigation solutions; and benefit cost analysis and budget. The resulting study will identify the potential for implementing Green Infrastructure practices and will include large scale mapping, observations, evaluations, proposed improvements, feasible alternatives to address stormwater limitations, and costs and benefits of identified engineering solutions. CDBG-DR funds will be used in Phase II of the project to complete final design and construct preferred alternatives which would prevent flooding in the area by upgrading pipe capacity, preventing backflow, and other proven methods to ensure adequate stormwater management.
Objective: To address the urgent need to provide drainage Improvements to address widespread flooding resulting from Hurricane Sandy.
Location: The Target Area encompasses the Village of East Rockaway and the unincorporated hamlet of Bay Park located in the middle of the southwestern portion of the Town of Hempstead. The community is bounded by Lynbrook to the north, Oceanside to the east, barrier islands to the south and Hewlett and Hewlett Harbor to the west.
Amount: Table 1 shows the CDBG-DR activity and the corresponding dollar amount for the Bay Park/East Rockaway H&H Study, Design, and Infrastructure Upgrades along with the estimate of the total project cost.

A copy of the application will be available for review at Nassau County Executive Building, 1 West Street, 4th Floor, Mineola, NY 11501, Monday through Friday between the hours of 8 a.m. to 5 p.m. The notice is also available on the Nassau County Department of Public Works (DPW) website.
All citizens, particularly persons of low and moderate income and residents of blighted areas, as well as those affected by the project are encouraged to submit their views and proposals by August 26, 2015 to the County of Nassau at the following address:
