Builders and developers of affordable housing may be not-for-profit and/or for profit organizations. The following are builder / developer activities eligible for HOME funding:
Building or rehabilitation of housing for rent or ownership - In this type of activity, HOME funds may be used to build housing for low and moderate income families.
Site acquisition or improvement - In this type of activity, HOME funds may be used to purchase property which will later be developed as affordable units. This activity also covers the improvement and rehabilitation of existing housing.
Community Housing Development Organizations - All participating jurisdictions in the HOME Program are required to set aside 15% of each annual allocation for project that are owned, developed or sponsored by an approved community housing development organization (CHDO).
