The New York State Early Intervention Program, authorized in Article 25 of the NYS Public Health Law, gives all eligible children under three years of age the right to receive early intervention services in their Individualized Family Service Plans. A Governor-appointed State Early Intervention Coordinating Council (EICC) advises and assists the NYS Department of Health regarding policy and systems issues. Each municipality in the State has a Local Early Intervention Coordinating Council (LEICC) to advise and assist their Early Intervention Official with program implementation and quality improvement activities.
