Board Members

BOARD OF ETHICS MEMBERS

Board of Ethics Members are appointed pursuant to the Nassau County Charter § 2218(10). To ensure the public’s faith in the Board of Ethics, the Nassau County Legislature established the Board as a non-partisan entity. This is accomplished by ensuring that no political party has a majority on the Board by requiring no more than two members of the Board be members of the same political party.

HON. KENNETH L. GARTNER
CHAIRPERSON

Kenneth Gartner is a member of the law firm of Lynn Gartner Dunne, LLP, where he is a commercial and criminal trial and appellate litigator. He was previously a judge of the Nassau County District Court. He has been a Special Professor of Legal Ethics at Hofstra Law School, and an Adjunct Professor at Touro Law School, overseeing the Judicial Externship Program. He chaired and sits on the New York State Bar Association (“NYSBA”) Committee on Standards of Attorney Conduct (“COSAC”) and chaired the Nassau County Bar Association Committee on Professional Ethics. He is a member of the NYSBA Committee on Professional Ethics. He received his J.D., cum laude, from Buffalo Law School, where he was Managing Editor of the Law Review.

HON. THOMAS A. ADAMS

The Honorable Thomas A. Adams has served the residents of New York State with great distinction since 1973 and has held the following positions as well as being our current County Attorney:

  • Presiding Judge Appellate Term, 9th and 10th Districts
  • Administrative Judge, Tenth Judicial District
  • Justice of the Appellate Division, Second Department
  • Justice of the Supreme Court, Tenth Judicial District
  • Court of Claims Judge
  • District Court Judge, Nassau County
  • Assistant District Attorney, Nassau County
  • Law Secretary to Judge Marvin I. Goodman, County Court

HON. ANGELO DELLIGATTI

The Hon. Angelo A. Delligatti has served as a Justice of the Nassau County Supreme Court in the Tenth Judicial District of New York. Before his election to the Nassau County Supreme Court, Judge Delligatti served as a judge for the Nassau County Court and as a judge for the Nassau County District Court. 

He received his B.A. from St. Lawrence University in 1967 and earned his J.D. from St. John's University School of Law in 1970. 

Prior to becoming a judge, Judge Delligatti’s legal career included working as an attorney in private practice, serving as a councilman and supervisor of the Town of Oyster Bay, and serving as an associate district attorney for the Nassau County District Attorney's Office.

JOHN BACH

Since 1998, Mr. Bach has been Chief Business Development Officer, and General Counsel to The Whitmore Agency (f/k/a/ The Whitmore Group, Ltd.), a full service insurance brokerage located in Garden City, New York. Mr. Bach began his professional career as Legislative Counsel to Hon. John R. Dunne, New York State Senate. He engaged as a minority staff member to the New York State Temporary Commission on Management and Productivity in the Public Sector. Mr. Bach received his B.A. in 1972 from St. John's University, his J.D. in 1975 from St. John's University School of Law.  He later attended the Master of Law Program at New York University School of Law from 1975 to 1976, focusing on Municipal Law and Municipal Finance.
